First Round CFSR
The federal Children's Bureau initiated the Child and Family Services Reviews nationwide in 2000. California began its first round of the Child and Family Services Reviews (CFSR) in 2002. The State's initial Statewide Assessment identified strengths and areas needing improvement in child welfare services' programs and systems, focusing on outcomes for children and families in the areas of safety, permanency and well-being.
California, along with 49 other states did not achieve 100% conformity; therefore a Program Improvement Plan (PIP) was developed in collaboration with our federal partners. The PIP was put into effect to protect and/or strengthen the children and families receiving child welfare services. As a result of discussions with the Administration for Children and Families, Region IX, California revised its PIP, effective November 22, 2004. The revised PIP was approved through June 30, 2005.
